Xinjiang sets environmental protection threshold for textile printing and dyeing industry transfer
Enterprises that adopt outdated production capacity, cause environmental pollution or waste resources will not be put on record and will not be supported by policies. Yesterday, the reporter learned from the Xinjiang Textile and Garment Technology Forum that our region has now developed a cotton textile, printing and dyeing enterprise access system to strictly prevent the mainland from eliminating backward production capacity and transferring it to Xinjiang.
According to Liang Yong, director of the Office of the Leading Group for Promoting Employment by Developing the Textile and Garment Industry of the Autonomous Region, the autonomous region has formulated an access system for cotton spinning, printing and dyeing enterprises to ensure that enterprises entering Xinjiang have high standards and use world equipment, and meet the demand of the middle and high-end markets by producing high-quality yarns.
In terms of printing and dyeing, the autonomous region requires that only the top 100 printing and dyeing enterprises in China can be qualified to come to Xinjiang. The settlement requires that the technology must be world-class, the reclaimed water reuse can reach 100%, and the pollution can be reduced to a low point. In addition, Xinjiang will vigorously develop digital printing to reduce the damage of printing and dyeing to the environment.
At the same time, we will further restrict and eliminate the transfer of backward production capacity to Xinjiang through the policy of not giving policy support to enterprises with environmental pollution and resource waste, and not enjoying low electricity prices and various subsidies.
In May last year, the second Central Xinjiang Work Forum determined to implement the strategic deployment of developing the textile and clothing industry to promote employment in Xinjiang. For this reason, the state has given a series of special industrial policies such as supporting Xinjiang's textile and clothing industry with 10 billion yuan and returning all value-added tax for industrial development. The autonomous region also introduced 10 preferential policies, including low electricity prices, freight subsidies, subsidies for the use of Xinjiang cotton, employment training, workers' social security subsidies, and loan discount, which reduced the cost of Xinjiang's textile and clothing industry by about 10% compared with the mainland. For a while, the whole country set off an upsurge of investment and factory building in Xinjiang.
While eastern enterprises are flying to Xinjiang, how to undertake the settlement of enterprises in Xinjiang has become an urgent problem for the development of Xinjiang textile and garment enterprises. Liang Yong said that the autonomous region has made it clear that the development of Xinjiang's textile and clothing industry must be planned and promoted under the situation of global market competition, restructuring and upgrading of Xinjiang's textile and clothing industry, and must adhere to a high level and a high starting point for development.
