It is planned to optimize the standards, policies and technical lines for the improvement and development of the printing and dyeing industry over a period of two years, and comprehensively apply the law, economy Various means, such as technology and administration, will promote the printing and dyeing industry to achieve a qualitative leap and build it into a "green high-end" modern industrial cluster.

According to the Plan, Shaoxing will set up a Shaoxing printing and dyeing industry upgrading leading group with the executive vice mayor as the group leader and the vice mayor in charge of industry and environmental protection as the deputy group leader, including the main heads of 29 departments (units) including the Publicity Department of the Municipal Party Committee, the Municipal Development and Reform Commission, the Municipal Finance Bureau and the Municipal Environmental Protection Bureau, as well as the executive deputy district and county (city) chiefs of each district, county (city) as members, responsible for guiding, coordinating, supervising To assess the work of upgrading the printing and dyeing industry in the city, the district and county (city) governments and the municipal development zone management committees are the implementation and responsibility subjects of the work.

As required, each leading department and each district, county (city) government responsible for the 20 specific tasks formulated in the Plan shall formulate and complete the detailed rules for each special work before the end of February 2016, and submit them to the Municipal Printing and Dyeing Industry Upgrading Office and the Municipal Development and Reform Commission for summary, and then submit them to the Municipal Party Committee and the Municipal Government for deliberation. At the same time, all the work that needs to be continuously promoted should form a specific work plan by the end of February 2016.

Specifically, Shaoxing Municipal Commission of Economy and Information Technology will be responsible for the formulation of local standards for the printing and dyeing industry. In accordance with the current production capacity of the printing and dyeing industry and the development goal of upgrading, the energy consumption and pollution discharge standards were highlighted and formulated before the end of March 2016. At the same time, the Municipal Environmental Protection Bureau, together with the Municipal Economic and Information Commission, conducted classified management of printing and dyeing enterprises. According to the enterprise comprehensive evaluation and classified management method, it fully implemented the dynamic management of pollution discharge indicators of printing and dyeing enterprises, and increased the reduction of pollution discharge indicators of C and D enterprises.

According to the Plan, before the end of March 2016, the Municipal Commission of Economy and Information Technology will also formulate the standards for green demonstration benchmark enterprises in the printing and dyeing industry, giving priority to supporting benchmark enterprises in land, pollution discharge indicators, credit and other aspects; At the same time, Shaoxing Printing and Dyeing Industry Transformation and Upgrading Fund was set up by the leading enterprises of the printing and dyeing industry, and the municipal and county governments participated in the establishment of Shaoxing Printing and Dyeing Industry Transformation and Upgrading Fund according to a certain proportion of shares. At the same time, social capital and financial capital were encouraged to participate in the industry fund to further increase support for the transformation and upgrading of the printing and dyeing industry; In addition, the Municipal Science and Technology Bureau, together with the Municipal Commission of Economy and Information Technology and the Municipal Environmental Protection Bureau, introduced the promotion catalog of advanced technologies for energy conservation and emission reduction in the printing and dyeing industry. Encourage enterprises to apply advanced and applicable technology and production equipment, and effectively increase the protection and development of intellectual property rights of printing and dyeing enterprises.

In order to cultivate advantageous printing and dyeing enterprises, encourage technological innovation, transformation and upgrading of enterprises, the Plan also proposes to strive to reach more than 20 printing and dyeing enterprises with an output value of more than 1 billion yuan by 2017, and add 1 to 2 new printing and dyeing listed enterprises by formulating and implementing the work plan for training and strengthening the printing and dyeing industry and the action plan for cultivating printing and dyeing listed companies; By the end of the "13th Five Year Plan" period, we will strive to cultivate five key printing and dyeing enterprises with an output value of more than 5 billion yuan, so as to achieve a leap in the quality of the printing and dyeing industry.

Accordingly, Shaoxing will also establish a negative list of printing and dyeing enterprises' investment projects, list the printing and dyeing industry in the negative list of enterprises' investment projects at the city and county levels, and strictly approve projects. At the same time, establish a "blacklist" of environmental violations, implement the enterprise environmental information disclosure system, and in combination with the enterprise environmental credit rating evaluation, expose the printing and dyeing enterprises that illegally discharge, leak and discharge on the "Credit Shaoxing" website, and comprehensively clean up and cancel their original preferential policies.

In order to guide the gathering of printing and dyeing enterprises and optimize the layout planning of printing and dyeing industry, Shaoxing will complete the relocation of all printing and dyeing enterprises to the gathering area or local upgrading by the end of 2017 through industrial guidance, layout adjustment, elimination of backward production capacity and other measures, and individual enterprises can be appropriately postponed to 2018 due to land implementation, construction cycle and other reasons. For key printing and dyeing industry clusters and printing and dyeing enterprises that focus on upgrading and development, "one zone, one policy" and "one factory, one policy" can be implemented. All printing and dyeing enterprises in Keqiao District, except for the coastal industrial zone upgrading zone, are transferred to the coastal printing and dyeing industry cluster zone.
